For Pakistan, however, this is not simply the end of an old satellite. PakSat-1R served during a period when satellite communications became increasingly important for broadcasting, connectivity and digital services. Its retirement therefore closes one chapter of Pakistan’s satellite communications history while the country continues to develop newer space assets, including PakSat-MM1.
PakSat-1R was Pakistan’s high-power communications satellite and one of the country's most important space-based telecommunications assets. It was launched on August 11, 2011, aboard a Chinese Long March 3B launch vehicle and placed into geostationary orbit at approximately 38° East. The satellite was manufactured in China and was equipped with both C-band and Ku-band payloads.

The significance of PakSat-1R was not limited to its presence in space. It became part of the communications infrastructure supporting television broadcasting, internet and data communications across Pakistan and several regions beyond the country. SUPARCO lists its services as including TV broadcasting, internet and data communication, while PAKSAT International highlights applications such as broadcast services, cellular backhaul, data connectivity and internet-related services.
For a country with large areas where terrestrial infrastructure can be difficult or expensive to deploy, satellite communications provide an important alternative. Satellite capacity can connect geographically dispersed locations and support services that depend on reliable communications links. Over its 15-year mission, PakSat-1R therefore became part of the infrastructure behind Pakistan’s evolving communications ecosystem.
One of the defining features of PakSat-1R was its position at 38° East in geostationary orbit. From this orbit, a satellite appears to remain over approximately the same point relative to Earth, making geostationary satellites particularly useful for telecommunications and broadcasting.
PAKSAT International confirms that PakSat-1R operated at 38° East, while current orbital tracking data show that the satellite has recently begun moving away from that position. KeepTrack reported that its systems detected the satellite departing the 38°E slot, with the spacecraft drifting westward after a series of manoeuvres.
The departure from the operational slot is therefore an important physical marker of the end of PakSat-1R’s long service at the orbital position it occupied for 15 years.
The simplest answer is that PakSat-1R has reached the end of its 15-year designed operational life. SUPARCO lists the satellite’s service life as 15 years, while PAKSAT International gives the same figure in its technical specifications.
Satellite retirement is a normal part of space operations. Communications satellites operating in geostationary orbit eventually reach the limits of their designed service life, often because of factors such as fuel availability, ageing systems and declining operational margins. Once a satellite is no longer required for active service, responsible operators need to manage its end-of-life transition rather than simply leaving it in its operational position.
In PakSat-1R’s case, current orbital data show that it has been moved away from its former 38°E position, consistent with an end-of-life disposal manoeuvre.
A disposal orbit is used to move a retired geostationary satellite away from the valuable operational region where active communications satellites are positioned. Instead of allowing a spacecraft to remain in the same orbital slot and potentially interfere with future missions, operators can raise it into a higher orbit commonly referred to as a graveyard or disposal orbit.
This is part of responsible space operations because the geostationary orbital region is a limited and highly valuable resource. Moving retired satellites away from active spacecraft reduces the potential for interference and contributes to the long-term sustainability of the orbital environment.

Fifteen years is a significant operational period for a communications satellite. PakSat-1R was launched in 2011, at a time when Pakistan’s digital environment looked very different from today. Since then, the country has experienced major growth in mobile connectivity, broadband access, digital services, online media and technology-driven businesses.
Throughout that period, PakSat-1R remained part of Pakistan’s satellite communications infrastructure. Its C-band and Ku-band capabilities supported a range of communications applications, including television broadcasting, data services and connectivity.
Its retirement therefore represents more than the end of a spacecraft’s technical life. It marks the closing of a 15-year period during which one satellite played a continuing role in Pakistan’s communications ecosystem.
Pakistan is not being left without a national communication satellite. PakSat-MM1, launched on May 30, 2024, represents the newer generation of Pakistan’s communications satellite infrastructure.
The satellite was developed and launched with Chinese cooperation and was designed to provide advanced communication services through C, Ku, Ka and L bands. PAKSAT International lists applications including broadband internet, television broadcasting, mobile backhaul and VSAT connectivity.
The launch of PakSat-MM1 was specifically linked to Pakistan’s ambitions for improved connectivity and the development of a more digitally connected economy. The Ministry of Foreign Affairs described it as an advanced geostationary communications satellite intended to enhance satellite-based communication services across the country.
PakSat-MM1 is important because it represents a transition from an ageing communications satellite to a newer, multi-mission system with greater capabilities. Its service portfolio includes broadband internet, TV broadcasting, mobile backhaul and VSAT connectivity, while its payload configuration includes C, Ku, Ka and L bands.
The satellite is also positioned at 38.2° East, close to the orbital position previously occupied by PakSat-1R. This allows Pakistan to continue using an important geostationary orbital position while moving towards newer satellite infrastructure.
The transition is particularly relevant as Pakistan seeks to expand digital connectivity in remote and underserved areas, where terrestrial infrastructure can remain limited.
The contrast between the two satellites illustrates how Pakistan’s communications needs have changed. PakSat-1R was launched in 2011 with a 15-year design life and provided C- and Ku-band services. The Space and Upper Atmosphere Research Commission (SUPARCO) is Pakistan’s national space agency and is responsible for research and development in space science, technology and their peaceful applications. It was established in 1961 and has played a central role in Pakistan’s satellite programmes.
PakSat-1R is part of that broader history. Pakistan’s National Space Policy identifies communication satellites, remote sensing and other space technologies as important components of the country’s development and national capabilities. The policy also recognises the growing importance of orbital sustainability, space debris mitigation and the protection and monitoring of space assets as Pakistan’s satellite portfolio expands.
The retirement of PakSat-1R should therefore not be viewed as a sign that Pakistan’s space programme is slowing down. Pakistan currently has multiple satellite programmes and continues to develop new space capabilities.
SUPARCO’s recent programmes include communication satellites as well as Earth-observation missions. The agency’s EO-1 programme, for example, is focused on high-resolution imaging for applications such as land-resource monitoring, environmental observation and infrastructure planning.
The National Space Policy also places Pakistan’s space activities within a longer-term national framework, including the National Space Programme 2047, which aims to expand the country’s use of communication, remote-sensing and navigation satellites.
There is another lesson in PakSat-1R’s retirement: putting a satellite into orbit is only one part of a space mission. Managing that satellite responsibly throughout its entire lifecycle is equally important.
As more countries place satellites into orbit, the risk of congestion and orbital debris becomes increasingly significant. The safe transition of an ageing spacecraft away from an operational geostationary position helps preserve the orbital environment for future missions.
Pakistan’s National Space Policy specifically recognises the need to monitor and protect space assets and address space debris and long-term orbital sustainability as the country’s number of satellites grows.
PakSat-1R began its mission in 2011, when Pakistan’s digital economy was still in an earlier stage. Fifteen years later, the country is far more dependent on digital connectivity, satellite communications and technology-driven services.
The satellite’s retirement comes at a natural point in its planned lifecycle, but the timing also highlights how quickly Pakistan’s technological requirements have changed. The country now has a newer communications satellite in PakSat-MM1, alongside an expanding portfolio of Earth-observation and other space capabilities.
The most important story, then, is not simply that PakSat-1R has left its old orbital position. It is that Pakistan is moving from one generation of satellite infrastructure to another.
Pakistan’s next challenge is to build on the progress made through missions such as PakSat-1R and PakSat-MM1 while developing greater domestic capabilities in satellite technology and space applications.
The National Space Policy identifies space technology as important for socioeconomic development, national needs and future technological capabilities. It also sets out a long-term vision in which Pakistan expands its satellite infrastructure across communications, remote sensing and navigation.
For Pakistan, the future of space is therefore not simply about launching more satellites. It is about making those satellites useful for connectivity, agriculture, disaster management, environmental monitoring, infrastructure planning, education and other national priorities
